Animated web pages are pages which contain moving or changing text and graphics. The viewer can interact with the page to select or filter specific information. Sound can also be incorporated, along with other multimedia objects - even a movie.
Beware of 'overdoing' it. Too much animation can be very irritating, as can repetitive sound.
